A note from Diane
 
Let me begin by saying to each of you a heartfelt THANK YOU for all of the hard work you all have done in regards to the senate and house bill that were written this year.
 
I am aware that you took time out of your very busy days, gave up of your own time to keep informed by reading emails and complicated legislative bills.  On top of all this, hunting down your state representatives, making phone calls, informing parents and even traveling to Austin.  For this I will be forever grateful.
 
We are not at the end of the journey yet, but we are a lot closer and the road is beginning to smooth out.  I must also thank the TEXAS USAG state board.  These dedicated volunteers have wholeheartedly stepped up to the plate to help in this initiative.  It has consumed many of their days and nights and they have been there all the way.  Bless you.
 
As our season winds down, it is my prayer that all of you all will find some fun in the sun, time with friends and relaxing moments with your family.

Texas USA Gymnastics Election

 
First, please accept my apology for being a few days late getting this newsletter out.
Although I do not offer it as an excuse, the legislative effort has consumed most of my days and nights.  With advice from my supervisors, we felt that the legislative focus should take precedence over all other business.
 
 
As an overview:
 
Odd years:
Elections for District Representatives for districts 1, 3 & 5, Coaches Education and South Competition Chairperson
 
Even Years:
Elections for District Representatives for Districts 2, 4 , 6 and the  North Competition Chairperson
 
State Administrative Committee MemberJob Descriptions
 
District Representatives (6 elected positions, 1 for each District in Texas voice and vote on TXUSAG issues)
 
Responsibilities will include but not be limited to:
·        Attending and participating in SAC meetings- typically scheduled at GAT, following Level 6 State Championships, Level 9/10 State Championships and Summer Meeting.
·        Be available to attend and assist at the Summer Clinic and Training Camp if needed.
·        Be Available to attend the Athlete Awards Banquet.

Have a working knowledge of the Rules and Policies published by USA Gymnastics.

Have a working knowledge of the Texas Program Handbook and Directory (Blue Book).

Become familiar with the Operating Code published by the USAG National Office.

Be familiar with the clubs within your district.

Be available to assist the clubs within your district with questions regarding the Texas USAG program.

Become familiar with the operating code published by USA Gymnastics National Office.

Be prepared to give a District report during SAC meetings.

Communicate with the clubs in your district via e-mail/phone or meeting to inform them of pertinent information concerning the USAG program.

Conduct a minimum of 1 District meeting per year.

Oversee the awarding of bids for compulsory District Qualifiers.

Gather information from the clubs within your District to represent the voice of those clubs during SAC meetings.

Send a minimum of 1 District Newsletter per year.

o   This newsletter may be posted on the TXUSAG website on your District page.
o   It may contain information specific to your district, the program or other information.
·        Maintain an accurate data base of the contact information for the clubs in your district.  Submit this data base to the State Chair for publication in the Blue Book and on the website.
·        Notify the State Chair of issues that arise in your district that may require mediation, or other assistance from the State Chair or SAC.
·        Assist the SAC by ranking the Texas Judges available for State Championships and all State sponsored optional competitions.
·        Assist the SAC in the selection of officials for all State Championships and statewide optional qualifying competitions.
·        Be available for committee work other than that specific to a District Representative.
·        Be available to assist with the athlete training camp, summer meeting and banquet.
 
Competition Chairperson (2 elected positions, 1 North and 1 South Texas, voice and vote)
 
Responsibilities will include but not be limited to:

Attending and participating in SAC meetings- typically scheduled in the early fall during GAT, in the fall, following Level 6 State Championships, in the spring following Level 9/10 State Championships and in the summer prior to the TX USAG Summer Meeting.

Be available to attend and assist at the Summer Clinic and training camp if needed.

Be available to attend the Athlete Awards Banquet.

Have a working knowledge of the Rules and Policies published by USA Gymnastics.

Have a working knowledge of the Texas Program Handbook and Directory (Blue Book).

Become familiar with the Operating Code published by the USAG National Office.

Distribute the meet director packets to for all qualifying and SAC awarded competitions within Texas.

Be familiar with the clubs under your jurisdiction as well as clubs across Texas in the event issues arise that need committee decisions.

Oversee the general organization of all state sponsored competitions by:

Providing assistance to meet directors in the efficient running of competitions within Texas.

Review and approve schedules for all Texas State sponsored USAG competitions.

Be familiar with the competition calendar to ensure that all state sponsored competitions have an approved schedule.

Notify the State Chair in the event a meet director fails to submit a schedule for approval or breaks other competition rules.

Work with the other competition chair in handling finable offenses.

Maintain an objective approach when working with any offense.

Document these offenses in the official data base.

Act as the liaison between the gymnastics community and the SAC in matters associated with competition.

Assemble data in regards to meet site evaluations and submit the raw data in report form to the SAC during the spring meeting.

Assist the SAC in the organization and during the athlete training camp, summer meeting and athlete awards banquet.

Assist the State Chair and the Administrative Assistant in the updating of the Blue Book.

Assist the SAC by ranking the Texas Judges available for State Championships and all State sponsored optional competitions.

Assist the SAC in the selection of officials for all State Championships and statewide optional qualifying competitions.

Be Available for committee work other than that specific to the position of Competition Chair.

 
 
Coaches Education Chairperson (1 elected position, voice and vote)
 
Responsibilities will include but not be limited to:

Attending and participating in SAC meetings- typically scheduled in the early fall during GAT, in the fall, following Level 6 State Championships, in the spring following Level 9/10 State Championships and in the summer prior to the TX USAG Summer Meeting.

Be present and be an integral part of the Summer Clinic and training camp.

Select members for a subcommittee of persons knowledgeable in gymnastics to assist you in offering education to the gymnastics community of Texas.

This committee may have as many, or as few, members as you feel necessary to assist you in disseminating education throughout the state.

Have a working knowledge of the Rules and Policies published by USA Gymnastics.

Have a working knowledge of the Texas Program Handbook and Directory (Blue Book).

Become familiar with the Operating Code published by the USAG National Office.

Chair the committee that will be the organizers for the athlete training camp and summer clinic.

Notify the NAWGJ representative of any issues that coaches have brought to your attention for clarification in judging issues.

Answer email questions submitted through the TXUSAG.com website in a timely manner.

Contact other coaches in obtaining answers in the event you are not able to respond with confidence to questions posed through the website or during educational clinics.

With the assistance of your committee, submit a tentative list of clinicians and topics for the summer meeting during the fall SAC meeting held after Level 6 state.

With the assistance of your committee, finalize clinicians and schedule for the athlete training camp and Summer Clinic during the Spring SAC meeting held following Level 9/10 state championships.

Chair the members of your committee to post education through the TXUSAG.com website.

Assist the SAC by ranking the Texas Judges available for State Championships and all State sponsored optional competitions.

Assist the SAC in the selection of officials for all State Championships and statewide optional qualifying competitions.

Be Available for committee work other than that specific to the position of Education Chair.

 
 
State Administrative Committee Members Election
 
Below you will find the election procedures according to the Operating Code of USA  Gymnastics:
 
Election Procedures
a. The State Administrative Committee Chairman (SACC) publishes a description of the State Administrative Committee (SAC) positions in the state newsletter in order to solicit nominations. A minimum of one month must be given for the return of nominations. Nominees
should have an opportunity to accept or decline nomination.
b. The State Administrative Committee Chairman (SACC) will send out ballots either by mail or electronically with the résumés of the candidates to all Women's Program Professional Members in the state.
c. An election commission shall be established in the state to tabulate the votes and verify results. Election results should be verified in writing by the election commission.
· The election commission shall consist of no less than three persons. The chairman of this committee shall be a nonmember of USA Gymnastics.
· The names of the election commission will be published with the request for nominations.
d. No signature will be required on ballots. Ballots will be randomly numbered (or otherwise made verifiable as official) and mailed.
e. Only official (valid) ballots will be counted.
f. Ballots will be sent to the Chairman of the election commission.
g. Write-in votes will not be allowed.
h. The winner of the election will be the candidate who receives the most votes. It there is a tie, the State Administrative Committee Chairman (SACC) will break the tie. If only one nomination for a position is received, the State Administrative Committee Chairman (SACC) will cast one vote and the nominee will win by acclamation.
i. The State Administrative Committee Chairman (SACC) will send a   copy of the verified vote count to candidates in each respective election, upon request of the candidate. A copy of this information shall also be sent to the Regional Administrative Committee
Chairman (RACC).

Athlete Awards Banquet

 

Notification and invitations for the annual awards banquet will be going out within the next few days.
 
If you have an athlete who falls into any of the listed categories they should receive an invitation.  In the event they do not receive one, please visit the TXUSAG.com website and down load a blank invitation and send it in if the athlete will be attending the banquet.

District and State Committee Communication Procedures 

 
The core communication concerning SB 68 has been through our constant contact program (the same way I am sending this communication)

  
1.    The database (elmail list) for our communication comes from the National Office database, i.e., the email address that you have on file with the national office.
2.    The GAT committee agreed to help step in and assist communication by using their contact lists on file, mainly through Beth Gardner.
3.    The state committee agreed that we would use broad based communication to eliminate duplicate, incorrect or untimely communication.  Therefore, District Representatives would not send out communication from their desks.
4.    A call to Austin was sent to all USAG Pro members through these data bases.
5.    Please be aware that your district rep was not ignoring you, he/she was simply following the protocol that was set up by us to ensure that you got the information, but were not bombarded with duplications, poorly timed information and possible misinformation.
6.    Some people believe that this legislative issue is not a big deal because they are already licensed in a portion of their program.  For that licensed portion they are correct.  However, the portion of the program that was in jeopardy was the competitive programs and EVERY gym is still in jeopardy until this entire process is complete.
 
SB 68 will be voted on soon by the full House of Representatives.  Once this has occurred it will be sent back to the Senate for final vote and approval.
 
If the Bill passes both the House and Senate, then a work committee will be convened to begin writing the regulations that will apply to school age programs.  It is my understanding that these rules will take place in September 2010.
 
I will represent your interests on this work group of rules writing. 
 
The full amendment of SB 68 is as follows:
 
Amend S. B. No. 68 (senate engrossment) in SECTION 4 of the bill, by striking amended Section 42.042 (i), Human Resources Code (page 9, line 19 through 25), and substituting the following:
(i)                Before adopting minimum standards, the department shall:
(1)Convene a temporary work group to advise the department regarding the proposed standards, composed of at least six members who represent the diverse geographic regions of this state, including:
(A)a department official designated by the commissioner to facilitate the work groups' activities;
(B)a person with demonstrated expertise or knowledge regarding the different types and classifications of child-care facilities, homes, agencies, or programs that will be covered by the proposed standards;
(C)a parent with experience related to one of the different types or classifications of child-care facilities, homes agencies, or programs that will be covered by the proposed standards; and
(D)            a representative of a nonprofit entity licensed under Chapter 42; and
(2) send a copy of the proposed standards to each licensee covered by the proposed standards at least 60 days before the standards take effect to provide the licensee an opportunity to review and to send written suggestions to the department.
                            
In overview, with this amendment we will have a voice in how the school age programs will have to meet the requirements in regards to standards.  These standards will be designed to be less restrictive than the full minimum standards of child care. 
 
I will keep you posted as things occur.  I do not have a date for SB 68 to come to a vote as of this writing.  Keep checking the website for additional updates.
